Why are there so few prisoners?

Every year, just after Christmas, an unusual meeting takes place some­ where in the Norwegian mountains . By now it has become a sort of tradition, after having gone on for twenty years . The meeting is held in a hotel of quite high standing, with two hundred people participating for three days and two nights .
