ABSTRACT

After years of neglect, the human and cultural dimension of the Euro-Mediterranean

Partnership has now become a centre of attention. Enhancing civil society

exchanges in the Euro-Mediterranean area is to bring new life and visibility to the

Barcelona Process, and it is hoped to help circumvent the stalemate and crisis of the

first basket. Hence, at the Valencia conference in 2002 it was agreed to take full

advantage of the possibilities offered in the third basket. The flagship initiative

became the Euro-Mediterranean Foundation for a Dialogue between Cultures;

officially inaugurated in Alexandria in April 2005.
