During the 1970s a period of crisis management in prison policy developed. At the same time there were continued movements towards a more rehabilitationist approach to imprisonment. There were obvious differences in policy content and style during the period, with two sets of assumptions, objectives and concerns evident and prison policy becoming intertwined with security policy once more. This chapter assesses the developments in both areas, as well as other factors that impacted upon the direction of Irish prison policy during the 1970s.
