As prison policy moved into a new millennium, penal expansion became a clear aim. This was perhaps an inevitable consequence of the rhetoric and promises of the mid to late 1990s and it is likely that a concern to ‘save face’ by ensuring that those planned spaces were delivered drove this approach to some degree. In addition, the continued simple pressure on accommodation and the increasing numbers within the prison system created its own internal drivers.
