ABSTRACT

Shortly after FOCAC I, Beijing set up the Follow-up Committee of FOCAC, consisting of 22 government ministries and financial institutions, co-chaired by vice-ministers responsible for African affairs from the Ministry of Foreign Affairs and Ministry of Commerce. The committee undertook to coordinate follow-up actions of all departments. The secretariat of the committee was made up of officials from the Foreign Ministry, Ministry of Foreign Trade and Economics, and Finance Ministry. The first secretary-general of the Committee secretariat was Liu Guiji, DirectorGeneral of the African Department at the Chinese Ministry of Foreign Affairs. A number of African countries also created equivalent follow-up mechanisms.
