ABSTRACT

Changes in the external environment and the reactions from the Chinese and Hong Kong government were not the only challenges the pro-democracy movement had to face. There were also internal issues to resolve. Even though, as we already argued, CHRF and civic and political groups in general did not exercise much mobilizing power behind the July 1, 2003 protest, as the organizer of the protest events the CHRF retained an essential role in making the protest happen in the first place. The coalition also speaks on behalf of the protests, i.e., they have an important role in representing the cause of the movement.
