ABSTRACT
What is special and significant for workplace learning is, of course, first of all, that it takes place in or in direct relation to a specific type of learning space with specific conditions. It is fundamentally important that workplaces have certain specific purposes and conditions of existence that are not primarily related to a learning perspective, but nonetheless inevitably are of importance for the learning that can take place. The framework conditions are unlike those found in schools and educational institutions, which are primarily directed towards learning, being instead directed towards the production of the goods and/or services that the organisation supplies, and ultimately, in the case of private sector organisations, towards the maximisation of profits, and, in the case of public sector organisations, maximising politically formulated goals within a given financial budget framework. It is inherent in this that submission to quantifiable efficiency and effectiveness parameters is a fundamental condition for workplace learning.
