Understanding of social behavior in the bureaucratic hierarchy is essential for constructive analysis of federal agencies as policy instruments, especially for this study, which will employ a method that evaluates existing relationships in sufficient detail to predict responses to changed conditions. This chapter will explore the federal government as an institution and summarize advantages and disadvantages of alternative forms of management by applying relevant Economics, Public Administration, Public Policy, Sociology, Management and Political Science literature.
