ABSTRACT

Since I was hospitalized three times this year, due to inadequate circulation of

blood to the brain, I seldom attended meetings of the State Council and the

Economic Research Center, and I was only able to read some documents. However,

I often invited comrades for talks, and I was informed that the second-phase plan

to do with substituting tax payments for the old method of handing over profi ts

was in preparation. There are a lot of diffi culties in drafting this plan, and I can

imagine that lots of disputes will also arise in its implementation.
