ABSTRACT
Two days ago, I read two documents prepared by the Economic Restructuring
Offi ce and heard about the drafting process from Comrades Wu Jinglian and Lu
Baipu. I was told that what was going on was not a single reform, but a total over-
haul in prices, tax revenues, fi nance and credit. I believe this is encouraging
progress.
