ABSTRACT

The research project that forms the centre of this book examined a large scale policy initiative inspired by a very particular view of the national and global economy, an equally particular view of individual motivation (whether that of employers or learners) and a confidence in the capacity of governments to design effective top-down interventions. We have presented our findings on programme outcomes, at both individual and enterprise level, and also related them to more complex views of individual agency and the social ecology of learning. In this chapter, we relate our findings to those emerging in other countries, and in particular to three collaborative partnerships developed by the project with research teams working from a similar perspective.
