THE BACKGROUND TO THE FORMATION OF ECOWAS

The original conception of a West African economic community (WAEC) that would include all the countries of the region goes back to 1963 (Onitiri, 1963; Adedeji, 1976), but the initiatives and negotiations that led directly to the formation of ECOWAS began only after the end of the Nigerian civil war. Nigeria played the leading role in these later moves and for three years she waged an intensive campaign to bring the community into existence (Ojo, 1980).
