Anygovernmentalleadership,perceivingitselfthreatenedby ahostilepopulationmightverywellthinkintermsofmoving inthedirectionofanincreasedimportanceforthepublicsector inordertoalleviatethis'hostility.Thismightespeciallybe thecasewhere,asintheCaribbean,thegoverningelitedoes notownasubstantialshareofthecommercialandbusiness enterprisesandthereforedoesnotpossessasubstantialpersonal stakeinthewell-beingoftheprivatesectorintheeconomy.
