THE POST-COLONIAL MODE OF PRODUCTION IN GUYANA

Intheyearsimmediatelyafterindependencein1966,Guyana, liketheothercountriesoftheCaribbean,adoptedthedevelopmentstrategyrecommendedbyW.ArthurLewis.Guyana, however,waspoorlyequippedtoattractinvestmentcapital fromabroad.Thecountryhadbeenthesiteofatruelyterrifying periodofconflictbetweenitsmajorethnicgroups-black descendentsofslavesandEastIndiandescendentsofindentured immigrantsbetween1962and1964.Theinterrelateddivisions andtensionswhichresultedinthatcommunalstrifemeant thatverylittleinvestmentwasmadeinthecountryinthelate 1960sandearly1970s.Its1973AnnualEconomicSurvey summarizeditsdifficultiesinthisregardquitesuccinctly:"... despitenumerousincentivesandencouragementintheform oftaxholidaysanddutyfreeconcessions,[manufacturing] remaineddormantwithverylittleexpansionanddiversification."1Inshon,initsfirstyearsofindependence,Guyana wasanationdeadlockedinitseffontoachieveeconomic development.
