ABSTRACT

Changes in 2001 to Section 74.1 of the British Columbia School Act (British Columbia Ministry of Education 1996 (2001)) allowed students to attend public schools outside of school attendance boundaries, or catchment areas, set by school boards. Public schools must now accept all students, if there is space, though students inside catchment areas continue to be guaranteed enrolment. This open enrolment policy overlapped with many Vancouver School Board (VSB) policies which had long supported choice in some form, including a cross-boundary policy developed in 1989 (VSB 1989 (Revised March 3 2003)).
