ABSTRACT
First, state security largely concerns territorial units and the persons who dwell within them. Actions that promote the ‘human security’ of other populations are usually justified instrumentally, because investments in their security are beneficial to national security; human security addresses all people. Second, state security is also significantly concerned with the relative distribution of power between states and with territorial integrity.3
