ABSTRACT
Nowhere have the Fund’s first years of activity been more challenging than in Africa; sometimes they have been rewarding, but often frustrating. This appreciation is not unique to the OPEC Fund; it is indeed shared by most development agencies of similar mandate. A number of specific characteristics give the continent a standing apart, particularly those characteristics which have come to be recognized as indicators of relative poverty.
