ABSTRACT
Electoral systems have not been as important a topic among political analysts in recent years as have studies of voting behavior. This is especially true for those who write in the United States and England. Nonetheless, “the rules of the game” for electing members of the Diet have a profound influence on the outcome of the periodic electoral contests that have been conducted in Japan. This assertion is the underlying hypothesis of this chapter.
