ABSTRACT
So far the main focus has been consideration of the nature and causes of environmental problems. Starting here, chapters will consider how to formulate and implement possible solutions. The fi rst thing that any environmental policy maker needs to decide upon is goals. Chapter 3 therefore discusses how appropriate aims and objectives of environmental policy might be developed and what principles might underlie these.
