ABSTRACT
The control of the basic resources-capital, fishing rights, market and labour-has undergone important changes since the Meiji Restoration. The control of the labour force has already been discussed in parts (Chapter VI), and I will again return to this in the next chapter. In this chapter I will mainly discuss the three other resources and how the changes in the control of these have influenced the structure of the management units.
