ABSTRACT
THE EARLY PERIOD of the parliamentary regime in Japan is a history of conflict between the cabinet and the Diet seldom equaled by any other period of her political history. Thus, the House of Representatives was dissolved three times during the first four years of the Diet, largely on matters of foreign relations.
