ABSTRACT
SHORTLY AFTER the United States entered the World War, the Terauchi ministry sent a special mission, headed by Viscount Kikujiro Ishii, a former minister for foreign affairs, to congratulate the United States on its decision. The object of the mission, however, was to exchange views with American diplomatic authorities concerning the Far Eastern affairs and to reach an understanding.1
