ABSTRACT
The Japanese government and ruling party are coolly plotting to undo the peace Constitution before the end of the decade. But they have run into a formidable snag: the people are not yet convinced the nation needs a new law, and they are suspicious of maneuvers to alter the basic document, which many regard as a last dike against a new wave of militarism and Fascism in Japan.
