ABSTRACT
Credentialing, in the broadest sense, is providing “a public testimonial about an individual’s qualifications” (Gross, 1984, p. 5). The import of a testimonial to the public and the impact of its being given, or withheld, upon the public and upon the individual applicant are generally functions of who is making the testimonial and the purpose for which it is made.
