ABSTRACT
Every State which is in breach of an obligation imposed upon it by international law must bear responsibility for that breach. It is important to note that traditional rules on State responsibility have evolved. In particular:
• The development of human rights resulted in the establishment of a common international standard of treatment of aliens, thus resolving the disagreement between supporters and opponents of the ‘national treatment’ and the ‘minimum international treatment’ standards.
