ABSTRACT

In this chapter, I would like to discuss the debt issue of Africa and the major policies of donors, in particular Japan, in terms of managing their debt. I will then analyze the changes and result of such policies. Countries with heavy debt are categorized as Heavily Indebted Poor Countries (HIPCs), and the total number of HIPCs is 41 as of October 2007, of which 33 countries are in Sub-Saharan Africa.
