ABSTRACT

In 2000, low-income students who graduated from public high schools in Indiana had attended schools required to off er college preparatory diplomas; however, not all students took advantage of these options. Most low-income students (i.e., Pell eligible) would have had an opportunity to sign up for the Twenty-fi rst Century Scholars Program, which provided support services and guaranteed fi nancial aid, but not all eligible students took advantage of that option either. Students who did not sign up for the program were less likely to enroll in four-year colleges, as the assessment study summarized in this chapter illustrates.2 Th e emergence of the Indiana community college system aft er the reorganization of the state’s technical colleges in the late 1990s created opportunities for more students to enroll for college credits in an open enrollment system. Many students who enroll in community colleges have not taken the steps to prepare academically for college or apply for student aid.
