ABSTRACT

Counterinsurgency warfare is fought on the ground, among the people. The operations of ground forces, therefore, are decisive in the successful prosecution of a counterinsurgency strategy. A useful model for counterinsurgency operations developed by the British Army breaks ground force missions into two categories: framework operations and surge operations. Simply put, framework operations are those tasks a counterinsurgent force must accomplish, such as securing population centers and lines of communication, force protection, and sustainment activities. Surge operations are the tasks a force should undertake as conditions and resources permit, such as offensive operations to clear enemy safe havens and targeted raids to kill or capture insurgent operatives.
