ABSTRACT

In Part II the operational aspects of counterinsurgency were covered, often in isolation of information operations. Contemporary US counterinsurgency doctrine, however, either considers information operations to be a separate line of operations within many or the “sheath” within which all lines of operation are woven. The past decade, in fact, has seen a rise in the degree to which counterinsurgents and guerrilla groups alike profess to take information operations seriously. Guerrilla groups, especially, have made effective use of the new media-the Internet and cell phone technology especially-to conduct what David Kilcullen has called “armed propaganda campaigns.”
