ABSTRACT

Provision for children with disabilities and disorders may be taken to include pedagogy, curriculum and assessment, school and classroom organization, resources and therapy (Farrell, 2008a, passim). The view that there is no distinctive provision for special children implies that there is no requirement or justification for special education. If there is no distinctive provision for children with a disability or disorder, this can be for two reasons. The first is that all children benefit from the same provision. The second reason for having no distinctive provision would be if all children required individual provision because they have predominantly individual needs.
