ABSTRACT
When retired Air Force major general John Fryer took the helm of the public schools in Duval County, Florida, the large school system that included Jacksonville had experienced years of declining performance. A local blue ribbon commission had gone on record as claiming that the school system lacked vision, direction, and high-quality academic standards.
