ABSTRACT

The EU’s reluctance to exert any signifi cant pressure on the Tunisian regime to implement political reform leads to a number of questions. Firstly, why is there such a contradiction between the EU’s discursive commitments to democracy promotion and its reluctance to pursue these commitments in Tunisia? Indeed, based on the Tunisian case, can it be argued that democracy no longer occupies the signifi cant position it once did in EU-Mediterranean policy? And if, this is the case, what has led to the change in the EU’s position regarding democracy promotion in Tunisia?
