ABSTRACT
While other industries can date their current problems of instability from the economic crisis of 1973-4, in textiles and clothing the instability and the attempted management of it, by both national policies and international agreement, has been more determined and of longer standing than in many other sectors. Thus, the international trade in textiles is one of the most protected and also one in which some producers have been protected for longer than in any other major industry.
