ABSTRACT

The evaluation of performance of the signatory countries to the Kyoto Protocol is made on the basis of GHG inventories. According to the Kyoto Protocol, a country’s GHG inventory includes ‘greenhouse gas emissions and removals taking place within national (including administered) territories and offshore areas over which the country has jurisdiction’ (Peters and Hertwich 2008b). That is to say, the Kyoto Protocol uses direct emissions as the environmental indicator to establish targets for GHG emissions.
