It is important to point out, however, that while the MQVN community was not the poorest in New Orleans prior to Katrina, neither was it the most affluent. Prior to Katrina average household income in Village de l’Est, the neighborhood in which the MQVN community is situated, was again roughly the same as Orleans Parish, and certainly above that of poorer New Orleans neighborhoods such as Central City. But average income was still well below that of households in more affluent neighborhoods such as Lakeview.3
