Genesis and development of the European Employment Strategy: key European Council meetings

Employment, creating thus a legal framework for a European Strategy for

Employment.

• At this Extraordinary Meeting of the European Council on employment, also known

as the Luxembourg process, Member States agree to fast-track the common strategy

on employment formalized in Title VIII. Consensus is reached on the co-ordination

of policies as opposed to a multilateral co-operation strategy.
