Regional preventive strategies

In this chapter, we look at regional and sub-regional arrangements for the promotion and protection of human rights, or for the prevention of conflicts, and we ask whether they are playing, or could play, a stronger preventive role to ward off violations of human rights. With the exception of the OSCE High Commissioner on National Minorities, which claims not to be a human rights mechanism but a conflict prevention one, very few of the existing regional human rights arrangements contribute significantly to the prevention of gross violations of human rights. So a positive move would be for all of the existing mechanisms to develop pronounced policies, strategies, and procedures to help head off gross violations of human rights. The existing conflict prevention mechanisms currently have, or play,

little role in the prevention of gross violations of human rights. This should change in the future, and conflict prevention mechanisms should be given, or should assume, leading roles in the prevention of gross violations of human rights, since these violations are often the source of conflicts in many countries. First, the regional and sub-regional arrangements for the promotion and protection of human rights will be discussed below, and then those for the prevention of conflict.
