Preventive human rights diplomacy
Acting under the guidance and authority of the Secretary-General, the UN High Commissioner for Human Rights is meant to be the spearhead actor when it comes to the promotion and protection of human rights. This places upon the holder of this key oﬃce a particular responsibility for the development of preventive human rights strategies to deal with new threats and challenges facing the world. However, as noted in the preceding chapter, the High Commissioners, so far, have hardly had any track record when it comes to prevention. In this chapter we shall focus on the room for preventive human rights diplomacy by the High Commissioner and the Secretary-General. We shall argue for the more conscious development of policy in this area.
