Peacekeepers, observers, and human rights monitors can play an invaluable role in prevention.1 Peacekeeping, in its first and second generation, had containment and prevention in view. Peacekeepers were meant to monitor ceasefire lines and thereby have a calming and preventive effect on the situation where they were deployed. Nowadays, in what is deemed the third generation of peacekeeping, or peace support operations, there is explicit recognition of a preventive dimension.
