RISK communication, as currently practiced, evolved out of an imperativeto offset the limitations ofregulatory control over health, environmental,and technological hazards. As evidenced by the surge of large-scale awareness, safety information, and emergency response programs, risk communication became another form, if not a pragmatic alternative to, risk management. Designed to convey to the public the rational-technical knowledge grounded in risk assessment and risk management technologies, classical risk communication essentially translates as advocacy for determining which risks are acceptable.
