ABSTRACT

Weber’s analysis of modern bureaucratic society led him to stress the need for a political

leader who can control the bureaucracy and redirect it in accordance with some

substantive good or, even more preferable, some notion of greatness. It is important to

note that Weber does not talk about transforming bureaucracy itself by politicizing and

democratizing it, enabling all its members to participate directly or indirectly in making

policy. Rather, he turns to a hero, a political leader who can take charge and move the

bureaucracy on behalf of some idea, value or cause.
