Lessons learned from failed school reforms verify that process is exceedingly important in institutionalizing change in public schools. Even the best policies are ineffective if they are rejected or ignored. This point is exemplified by what occurred in Clear Springs Middle School. Even if a visionary principal can detail a school future and develop effective goals for reaching the destination, stakeholders may reject the products if they believe their rights as citizens have been usurped.
