ABSTRACT

Luxembourg is the smallest country in the European Community and as such has different issues and priorities which face it. The country is dominated at many levels by Luxembourg City, the focus for most socioeconomic activity in the country. Luxembourg is unique within the European Community as it is the only Grand Duchy in the European Community. The size of Luxembourg more or less dictates that the process of government is almost entirely undertaken at a National level. One of the significant features of Luxembourg's governmental system is how it reflects the location and size of the country. Transnational issues such as pollution have a much longer history of legislation in Luxembourg than they do in other Member States. Due to the overriding control that central government has on environmental processes in Luxembourg, the involvement of other agencies is very much dictated and managed by central government.
