ABSTRACT

In the previous chapter we set the scene by insisting on the importance of achieving Education For All (EFA), reviewing progress towards this goal, and listing the unfi nished business to be accomplished. Completing the task of giving all children and adults the learning opportunities that they need to achieve fulfi lment as free people in their societies will require action on many fronts and a multiplicity of approaches. Th is chapter examines the potential of three approaches to scaling up secondary education and the challenges that they face.
