ABSTRACT

Achieving Education For All (EFA) is a challenge of scale and quality. Good progress is being made but many countries, including some large ones, will struggle to reach the 2015 target for providing universal primary education (UPE). Recruiting and training large numbers of teachers are essential if they are to win that battle. For many of the states that have achieved UPE the challenge is now to expand secondary education. Th is will require further millions of teachers as governments exploit every possible means for expanding secondary schooling.
