ABSTRACT

Society has needs that are not always well-served by the existing sectoral division of labor into governance, education, economic, and other activities. Most social problems are so complex and multifaceted that they confound attempts by a single sector and its associated organizations to do very much about them. Even the most knowledgeable, well-intentioned, and strategic actors within a particular sector will quickly realize that they do not command all of the resources necessary to address important social issues.
