ABSTRACT

The research and theorising presented in this collection of papers illuminates the complex relationship between poverty and educational experiences together with the problematic aspects of working for and securing appropriate change. This fi nal section of the book will turn to the issues for policy and policymakers: fi rst, this chapter will outline policy as a process and it will present an analytical framework for capturing and thinking through the possibilities for policy change; second, how policymakers have developed and implemented change strategies with an analysis of the consequences will be the focus of Chapter 13; third, given the challenges surrounding how policy has so far been implemented, Chapter 14 examines what is to be done by examining what policymakers might do to break the link between poverty and education. We do not intend to provide a recipe for action but we will generate some ideas and present some provocations as a means of thinking through possibilities.
