ABSTRACT
In contrast to the previous chapters that laid out the doomed decentralization reform efforts under the conservative governments in France and Japan, we will take an overview of the “alternative” decentralization agenda that were being prepared outside the government, in the run-up to the decentralists’ accession to power in this chapter.
