The Legal Framework: Oppression or Defiance?
This chapter is about the ladder to legality faced by the homeless, and the different types of control which face the homeless in their search for shelter. It documents the array of legislation which impedes them from climbing the ladder to acceptance. It also details the type of legislation and regulation affecting them, and looks at both the cost of complying and the cost of not complying in terms of criminal sanctions. The effect of this legislation is that those with homes keep out those without, by means of rules which the homeless are legally required to follow but cannot.
