ABSTRACT
It is unlikely that the reader will fi nd many new ideas in this book. It is equally unlikely that everyone will agree with it. But the fact is that the development community has been looking for greater aid effectiveness for a long time, and as we wring our hands in exasperation about the large number of poor people in the world and the conditions in which they live, there is an increasing call for answers.
